Create a penalty notice manually
Creating a penalty notice manually is the quickest way to record a single Strafmandat (penalty notice) that you have in front of you. This article walks through the create form, the fields it needs, and what happens when you save.
Before you start
You need the Strafmandate module permission (strafmandate:view), which the SystemAdmin and FleetManager roles have by default. Have the paper or PDF notice handy, and know which vehicle in your fleet the notice refers to.
Create the notice
- Open the Strafmandate module and start a new penalty notice from the mandates list.
- Fill in the required core fields:
- Violation type — the kind of offence (for example a speeding or parking violation key).
- Date occurred — the date and time the offence took place, in UTC.
- Location — where the offence happened.
- Amount — the fine amount, which must be greater than zero.
- Vehicle — the fleet vehicle the notice was issued against.
- Aktenzeichen (authority case reference) — the reference number the issuing authority printed on the notice.
- Country — the two-letter ISO country code of the issuing authority (for example
DE). It is stored in uppercase.
- If the notice was issued outside your home country, turn on the international option and complete the authority details (see below).
- Save the form.
International notices
When you mark a notice as international, four additional authority fields become required: the authority name, city, postal code, and street address. If any of them is blank, the form is rejected with the message "Please complete required international authority details." For a domestic notice, leave the international option off — the Aktenzeichen and country code identify the issuing authority.
Tip: If you skip a required field, the save fails with "Please complete all required mandate fields." Check that the amount is above zero, a vehicle is selected, and the date is set.
What happens when you save
The system creates the notice with status open and generates a unique internal ID in the form SM-<tenant>-<timestamp>-<sequence>, for example SM-001-20260706120501432-00. Text fields such as the location and Aktenzeichen are trimmed of surrounding spaces, and the country code is upper-cased automatically. The new notice appears in the mandates list, ready for driver matching, deadline tracking, and payment.
After creating
- Assign the responsible driver, or mark the driver as unknown.
- Review the objection and payment deadlines.
- Attach the original notice document to the record for audit completeness.
Note: You can edit a notice at any time until it reaches the terminal resolved status. After that, the record is locked from edits.
