What the Strafmandate module does

The Strafmandate (penalty notice) module is where your fleet captures, assigns, and resolves official penalty notices end to end. This article explains the full lifecycle so you know where each task fits before you dive into a specific step.

What a Strafmandat is in the system

A Strafmandat (penalty notice) is a record that a public authority has issued a fine against one of your vehicles. Each notice combines a header record and a core detail record that together hold the violation type, the date and place the offence occurred, the fine amount, the vehicle, the authority case reference (Aktenzeichen), and the country. The system gives every notice a human-readable internal ID such as SM-001-20260315103012123-00 so you can trace it across screens and audit logs.

The three ways a notice enters the system

Intake is the first stage of the lifecycle. You can create notices in three ways, all covered by their own articles:

• Manually — type the details into the create form, one notice at a time.
• By OCR — upload or scan a notice document, let the extractor read the fields, then review and confirm what it found.
• By bulk CSV import — validate a spreadsheet of notices with a dry run, then commit the whole batch at once.

What happens after intake

Once a notice exists, it moves through a guarded status workflow. Manual and imported notices start at open; OCR-confirmed notices start at Intake. From there the allowed path runs through in_progress and on to outcomes such as paid, objection_pending, or escalated, ending at the terminal status resolved. A notice in resolved can no longer be edited.

Along the way the module supports the operational work that surrounds a fine:

• Driver matching and assignment — link the notice to the responsible driver, or mark the driver as unknown.
• Deadlines — track objection and payment due dates.
• Objections (Einspruch) — start and record the outcome of a challenge to the authority.
• Payments and cost allocation — record payment and assign the cost to a department or project.
• Reporting and analytics — dashboards, driver risk, and exportable management reports.

Note: All intake, OCR, and import actions require the Strafmandate module permission (strafmandate:view). By default the SystemAdmin and FleetManager roles have it; the Driver role does not.

Where to start

1. If you have a single notice in hand, use Create a penalty notice manually.
2. If you have a scanned document or photo, use Capture a notice by OCR scan or upload.
3. If you received a batch from an authority or an agency, use Bulk-import penalty notices from CSV.
