The FleetManager role and its permissions

This article describes the FleetManager role in MobilityManager: the default operational role for people who run the fleet day to day. It explains what FleetManager can do and, just as importantly, what it deliberately cannot.

What FleetManager is for

FleetManager is a built-in system role designed to run every fleet-operations module from end to end within a tenant. It is the role you give to fleet coordinators and operations staff who manage vehicles, bookings, damage, expenses, and compliance, but who should not control users, roles, tenants, or the most sensitive financial corrections.

What FleetManager can do

  • Vehicles — full management: create, edit, delete, and view vehicles (the Fahrzeugakte / vehicle file).
  • Bookings — manage bookings, approve and reject them, and view all, pending, and own bookings.
  • Damage management — view damage cases and move them through their workflow.
  • Strafmandate (penalty notices) — view, assign drivers, forward authority communication, and manage workflow settings.
  • Belege (expense documents) — view, transition, mark as paid, and view the compliance trail.
  • CRM — view and manage customer records.
  • Driver licences — view, manage, and configure driver-licence settings, plus upload, verify, and report on the Führerscheinkontrolle (driver's licence check).
  • Licensed modules — warehouse (Lagerverwaltung), maintenance (Wartungsplanung), Tankmanagement (fuel), and Versicherung (insurance) management, including claims and insurance reports.
  • Fleet Cost Cockpit — view TCO analytics and export cost reports.
  • Supporting areas — view users, view settings, view reports, and manage email templates and documents.

What FleetManager cannot do

Several capabilities are intentionally withheld and remain SystemAdmin-only:

Note: FleetManager holds users:view but not users:manage. That is why a FleetManager can see the user list to pick drivers and approvers, yet cannot create accounts or change roles.
Tip: FleetManager is a system role, so its permission set is fixed and cannot be edited. If you need a role that adds one of the withheld capabilities, or removes several of these, create a custom role and grant exactly the permissions you want.
