Offense Catalog: Maintaining Charges for Penalty Notices
Overview
The Vergehen (Offenses) catalog (group Sonstiges, Miscellaneous, under /applications/generalMasterData/overview) contains the Tatvorwürfe (charges) that you select when recording penalty notices — e.g. "Geschwindigkeitsüberschreitung" (speeding), "Falschparken" (illegal parking), or "Rotlichtverstoß" (running a red light). A well-maintained catalog ensures consistent naming and therefore analyzable penalty-notice statistics.
Creating and editing a charge
- Open Allgemeine Stammdaten and select Vergehen on the left.
- Click "Vergehen hinzufügen" (Add offense) or Bearbeiten (Edit) in the actions column.
- In the side dialog, enter the Tatvorwurf (charge; required) and save.
Duplicate charges are rejected ("Der von Ihnen eingegebene Begriff ist in der Datenbank bereits vorhanden." — The term you entered already exists in the database.), and the creation date is logged automatically. Deletion is done as usual via the trash-can icon with a confirmation prompt.
Use in the penalty-notice module
In penalty-notice management (Strafmandate, Penalty notices, /applications/penalties/overview), each notice is assigned an entry from this catalog via the "Tatvorwurf auswählen" (Select charge) dropdown; the overview table shows the charge as its own column.
If a charge is missing during recording, you don't have to leave the dialog: directly from the penalty-notice dialog, you can create a new charge, which is immediately selected and permanently added to the catalog.
Recommendations for building the catalog
- Use short, generic names ("Geschwindigkeitsüberschreitung innerorts" — speeding in a built-up area) rather than case-specific texts with a date or amount — details belong in the penalty notice itself.
- Create one name per type of violation and avoid variants in upper/lower case, so that reports by charge do not fragment.
Frequently asked questions
What happens to penalty notices if I delete a charge? Existing notices lose their catalog assignment. Before deleting, check in the penalty-notice overview (filter on the charge column) whether the entry is still in use.
Who may create charges? All users with masterdata.edit — both here in the catalog and via the quick-create path in the penalty-notice dialog.
