Managing Authorities and Alleged Offences
Overview
Two catalogues make recording penalty notices fast and consistent:
- Behörden (Authorities) – the senders of the notices (fine offices, public order offices, police). Technically these are addresses of type "Behörde" (Authority) in your address management.
- Tatvorwürfe (Alleged offences) – the offence catalogue (e.g. "Geschwindigkeitsüberschreitung innerorts" / Speeding within a built-up area), from which you simply select when recording.
You maintain both catalogues directly from the penalty-notice form, without leaving the page. Like the entire penalty-notice module, this requires the Enterprise licence.
Creating or editing an authority
In the penalty-notice form (article 65), below the Behörde (Authority) selection field you find two buttons:
- Behörde neu anlegen (Create new authority) opens a dialog with the fields Firma (Company; mandatory), Ansprechpartner (Contact person), Telefonnummer (Phone number) and E-Mail Adresse (Email address). After saving, the new authority is immediately selected in the penalty notice.
- Behörde bearbeiten (Edit authority) opens the currently selected authority in the same dialog – e.g. to add a phone number. The button is only active when an authority is selected.
Authorities also appear as address type "Behörde" (Authority) in the central address management (Stammdaten → Adressen / Master data → Addresses) and are available there for cross-cutting maintenance. In the Behörde selection field of the penalty notice, only addresses of this type are offered.
Creating an alleged offence and maintaining the catalogue
Below the Tatvorwurf (Alleged offence) selection field there are likewise two buttons:
- Tatvorwurf neu anlegen (Create new alleged offence) opens a dialog with Tatvorwurf (Offence description; mandatory) and Vermerk (Note; free text, e.g. the standard rate or internal remarks). The new entry is applied directly in the penalty notice after saving.
- Katalog (Catalogue) leads to the Allgemeine Stammdaten (General master data), where the complete offence catalogue is maintained (renaming, cleaning up).
Recommendations for clean catalogues
- Create authorities once, centrally, and before creating a new one, check via type-ahead search in the selection field whether the entry already exists – both selection fields filter as you type.
- Formulate alleged offences to be generally reusable ("Rotlichtverstoß" / Running a red light) rather than case-specific; case-specific details belong in the Vermerk (Note) of the penalty notice.
- Clean up duplicate or outdated catalogue entries via the General master data or the address management.
Frequently asked questions
Why can't I see the buttons? They only appear with penalties.edit; in read-only mode the catalogues can only be selected, not changed.
Can I delete an authority? Not from within the penalty notice – use the address management for that. Note that existing penalty notices may reference the address.
